Pledge on promotion and strengthening the work of the National Committees on International Humanitarian Law, as well as for the exchange of information among them

Actions taken:

The National Commission for the Study and Development of IHL was established by decree of the MFA in September 2021. It is composed of representatives of the MFA, the Ministry of Justice, the MoD, and the Italian RC. The Commission has among its institutional tasks contributed to the study of IHL, promote initiatives aimed at its wider dissemination and implementation, and facilitate coordination between the administrations involved and the civil society. Since its establishment, the National Commission has met 3 times, and one of its main activities has been the drafting and publishing of the voluntary report on national IHL implementation, to which the Italian RC has provided substantial contribution.

The report was published in November 2023 through an event organized by the Italian RC at its HQ with representatives of the MFA, MoD, and ICRC. Another event co-organized by the Italian RC, the Italian Permanent Mission to the UN and other International Organizations, and the Geneva Academy of International Humanitarian Law and Human Rights on national IHL implementation and the exchange of good practices in relation to the drafting and publishing of voluntary reports will be held in Geneva on 4 July 2024.

With a view of exchanging good practices on national IHL implementation, since its establishment, the National Commission, including one of its Italian RC representatives, took part in the Universal Meeting of National Committees and similar entities on IHL entitled “Bringing IHL Home through domestic law and policy” which was hosted by the ICRC and held online between 29 November and 2 December, as well as in the Regional Conference of European National IHL Committees which took place in Vienna on 12-13 March 2023.
