Strengthening RFL services within the Red Cross and Red Crescent Movement and cooperation between the components of the Movement and States

A) Objectifs de l’engagement:

In order to help address the needs of separated families and the families of missing persons, the components of the Movement must be able to rely on a strong global network and close cooperation with States. This pledge aims to strengthen this network, the partnerships between its members, and the mutual support between them and their national authorities.

 

Each of the clauses proposed serves to translate into definite actions specific elements of the 33rd International Conference Resolution “Restoring Family Links while respecting privacy, including as it relates to personal data protection” and the related Restoring Family Links Strategy 2020–2025.

 

B) Plan d’action

– The National Society will ensure that its management and all relevant departments are fully aware of the Restoring Family Links Strategy 2020–2025.

 

– The restoring family links (RFL) department of the National Society will adapt the implementation measures in the Restoring Family Links Strategy 2020–2025 to our specific national context and develop annual action plans aligned with the strategy.

 

– The National Society will review strategic plans relevant to our work with migrants for the years until 2025 to ensure that restoring family links is meaningfully reflected as a service of the National Society, and that it is integrated in a multidisciplinary response to meet the needs of people affected.

 

– The National Society will allocate an appropriate part of its core budget to its RFL service in order to ensure the sustainability of the service.

 

– The National Society will engage in peer-to-peer support with other National Societies to help them revise their strategic and/or development plans and their national RFL strategy.

 

– The National Society will engage into peer-to-peer support with other National Societies to help them strengthen their RFL capacities by sharing experience and good practice related to casework, outreach and training.

 

C) Indicateurs permettant de mesurer les avancées:

– % increase on outreach activities to target communities and stakeholders, and annual public communication to promote RFL.

 

– Annual action plan developed and reviewed on annual basis.

 

– Strategic plan revised in line with key components of RFL Strategy.

 

– Annual budget includes allocation of funds for RFL service.

 

– Number of National Societies engaged by the National Society in peer to peer support on development of strategic plans.

 

– Number of National Societies engaged by the National Society in peer to peer support on strengthening RFL capacities.

 

D) Ressources nécessaires:

Resources required to meet this pledge will be covered by existing program funding.
