Strengthening dissemination of international humanitarian law, IHL (2020-2023)

A) Objectifs de l’engagement:

Recalling the Statutes of the International Red Cross and Red Crescent movement and the resolutions adopted by the international conferences, which recognize the role played by National Societies in disseminating and assisting their governments to fulfill their legal obligations to disseminate IHL, Switzerland and the Swiss Red Cross hereby pledge for the years 2020-2023:

 

To consolidate their regular dialogue and continue to build upon their strong partnership in order to reinforce the dissemination of IHL in Switzerland.

B) Plan d’action

To fulfill this pledge, Switzerland and the Swiss Red Cross aim to undertake the following actions before the 34th International Conference:

 

  1. Support the publication by the Swiss Interdepartmental Committee for IHL of a voluntary report on the implementation of IHL by Switzerland and promote the results to a broad national and international public.
  2. Strengthen efforts to disseminate the 1949 Geneva Conventions, its Additional Protocols and other relevant legal bases on IHL.
  3. Promote the dissemination of IHL within the Swiss parliament.

C) Indicateurs permettant de mesurer les avancées:

  1. Publication of the voluntary report on the implementation of IHL by Switzerland in 2020.
  2. Organization of events to promote the results of the voluntary report, including among parliamentarians.
  3. Use of effective and modern communication tools for the dissemination and promotion of IHL.

D) Ressources nécessaires:

Switzerland and the Swiss Red Cross will determine the resources that may be required to support the implementation of this pledge based on actions to be taken.
