The Government of Rwanda and the Rwandan Red Cross Society pledge to adopt new and comprehensive legislation to:

- strengthen the legal status of the Rwanda Red Cross and to accurately reflect its auxiliary role to the public authorities in the humanitarian field; and
-
- on the use and protection of the Red Cross and other distinctive emblems recognised under international humanitarian law
