Inclusion of vulnerable persons in humanitarian and development action and their protection in humanitarian emergencies

A) Objectifs de l’engagement:

Give further acknowledgement of the fact that vulnerable persons and people with specific needs may be disproportionately affected by humanitarian emergencies such as disasters and armed conflicts and those specific needs shall be taken into account in programming and delivering both humanitarian aid/support and subsequent development assistance.

B) Plan d’action

The Government and the National Society of Bulgaria jointly pledge:

  • within their respective mandates, to work for greater awareness and inclusion of vulnerable persons in all phases of humanitarian and development action
  • within their respective mandates, to work for greater awareness and protection of vulnerable persons in humanitarian emergencies, recognizing their specific needs
  • during humanitarian crises, to take into account the specific vulnerabilities they face, and to promote their protection under the relevant bodies of law
  1. Inclusion of persons with disabilities in humanitarian and development action and meeting their specific needs during humanitarian emergencies
  • to enhance the voice of persons with disabilities in short-term and longer-term programming, planning, implementation, monitoring, evaluation and advocacy
  • to take active measures to seek to ensure that their needs are addressed in the planning, delivery and monitoring of humanitarian assistance activities, so that they can effectively participate in and access support services
  • to incorporate disability inclusion in relevant national government policies on development and/or humanitarian action
  • to support international initiatives that promote and protect the rights of persons with disabilities in the context of humanitarian emergencies, especially in armed conflict.
  • to work for the inclusion of protection of persons with disabilities in the context of armed conflicts, including development of initiatives, awareness raising and exchange of knowledge and dissemination of international humanitarian law
  • during humanitarian emergencies, to take into account the specific vulnerabilities people with disabilities face and to promote their protection under the relevant bodies of law

2. Meeting the needs of refugees, including refugees with disabilities, during humanitarian emergencies and crises

  • to take into account the specific vulnerabilities of refugees and refugees with disabilities
  • to promote their protection under the relevant bodies of law

3. Protection of children in humanitarian emergencies

  • to take into account the specific vulnerabilities children face during humanitarian emergencies and crises
  • to take into account the specific needs of refugee and migrant children
  • to promote all children’ highest protection under the relevant bodies of law, including development of initiatives, awareness raising and exchange of knowledge and dissemination of international humanitarian law
  • to take into account the need for access to education of children with disabilities and refugee and migrant children and to take it into account during programming

 

4. Prevention from gender and sexual based violence in humanitarian emergencies

 

  • to increase efforts to prevent and respond to all forms of sexual exploitation and abuse and sexual harassment, recognizing that gender-based violence and violence against women and girls remain some of the most prevalent human rights violations and abuses during humanitarian emergencies
  • to take active measures to ensure that women and girls’ specific needs are adequately addressed in the planning, programming, delivering and monitoring of humanitarian assistance, so that they can effectively participate in and access support services
  • to support international initiatives against GSBV in the context of humanitarian emergencies and armed conflict and to incorporate the GSBV perspective in relevant national government policies
  • to promote IHL and other legal protections at relevant international meetings and fora, internationally and domestically, to uphold the rights of women and girls as an integral part of effective humanitarian assistance
