Strengthening the protection of Syrian refugees

Mesures prises:

The Normative Resolution n. 17 of the National Committee for Refugees, which facilitates the issuing of visas, for humanitarian reasons, to persons affected by the conflict in Syria, is into force since 2013. The objective of the Normative Resolution is to allow persons wishing to seek asylum in Brazil to access our territory, considering that the Brazilian legislation does not provide for the submission of asylum claims from abroad.

Even though there has been a lower demand for visas in the past few years, the Brazilian commitment to the strengthening of the protection of persons affected by the Syrian conflict persists. More than 10,000 visas were already issued under Normative Resolution 17. Currently, Syrian nationals comprise 36% of the refugee population in Brazil.

Since 2015, approximately 3,000 Syrians were formally recognized as refugees by the Brazilian government. Around 400 Syrian asylum seekers have pending applications. Applications submitted by Syrian nationals are subject to simplified procedures, due to the recognition, by the National Committee, of a situation of “grave and generalized violation of human rights”, in line with the 1984 Cartagena Declaration on Refugees.
