Report – Pledge on Access of refugees to protection and humanitarian aid

Polish humanitarian aid is given in accordance with the European Consensus on Humanitarian Aid and the Good Humanitarian Donorship principles defined therein, as well as with other international guidelines specified, among others, by the United Nations and the European Union. It is worth emphasizing that on September 26th, 2018, the Minister of Forreign Affairs, Mr. Jacek Czaputowicz, together with the President of the International Committee of the Red Cross, Mr. Peter Maurer, signed a Memorandum of Understanding on Humanitarian Aid Cooperation, which defined, among other things, the principles for the financing of humanitarian-aid activities.

Poland recognizes the ICRC as one of the key partners in the field of humanitarian aid. As one of the world’s longest operating humanitarian organizations, the International Committee of the Red Cross and its national associations have a tremendous wealth of merit and knowledge on how to help. In the years 2015-2018, Poland provided financial support for the activities of organizations in the Middle East, Ukraine and the general budget of the ICRC.

In addition, the Polish Red Cross, together with a group of 22 Red Cross National Societies from the European Union area, joined the public statement published by the Red Cross EU Office in 2018, indicating that each democratic state can regulate the presence of migrants and refugees on its territory but it must be in accordance with international law that protects the rights and dignity of people, in particular the right to live with family, without stigmatization and discussion of xenophobic orientation. Thus, it encourages the specification of a migration policy that is consistent with the resources that can be mobilized for effective integration and based on fair administrative decisions. At the same time, it declares its readiness to continue projects supporting this group of people through its own activities and implemented in partnership with other institutions and non-governmental organizations in the country. In the period 2015-2019, PRC implemented the project “First Aid for Migrants”, which trained migrants and refugees in the field of first aid within 6 eight-hour courses conducted in Polish, Russian, English, Arabic and Hindi; moreover 6 months of Polish language courses for beginners and intermediate students were conducted; 6 integration meetings were organized (culinary workshops, urban games, animations for children), free legal advisory meetings were offered to migrants and refugees regarding the legalization of their stay and work in Poland, an integrated playground for children was opened, material support was provided to refugees staying in the center in Dębak.
