    The Republic of Korea is continuing its efforts to promote global health policies based on our policy tasks of ‘returning to normal and building back better after Covid-19’ and ‘fully emerging as a Global Pivotal State’.

    The ROK has increased its international outreach on humanitarian assistance in response to epidemics and pandemics. During the COVID-19 pandemic, the ROK strengthened humanitarian support in the health sector, focusing on countries with fragile health systems, and provided COVID-19 response assistance to over 100 countries.

    The ROK has further enhanced its cooperation with the IFRC and the Korean Red Cross to address growing gaps in health and well-being. In September 2023, the ROK signed an amendment to the Tripartite MOU between the ROK, the IFRC and the Korean Red Cross to facilitate cooperation in responding to various humanitarian crises, including health crises. The parties emphasized the importance of strengthening health systems and capacities, including pandemic preparedness, disease surveillance and outbreak response.

    Moreover, at the national level, various policies were implemented with the aim of returning to normal life during the Covid-19 situation. For example, the ROK government devised an Action Plan to deliver Covid-19 related supplies and donations to low and middle income countries to tackle global health threats. It improved the quality of response to the pandemic. In May 2023, a cross-ministerial mid- and long-term plan to prepare for an emerging infectious disease pandemic was established. Through this, the ROK aims to prepare for future epidemics and pandemics for the whole of society so that no one is left vulnerable or marginalised.

    In addition to cooperation with partners mentioned above, the ROK has also actively participated in meetings of the working group on International Health Regulations (IHR) and the Intergovernmental Negotiating Body on the Pandemic Convention to ensure that the international community is able to respond well to any future pandemics by drawing upon valuable lessons learned from the COVID-19 experience. Furthermore, through the Global Health Security Coordination Office, established in December 2023, the ROK will continue to provide support to countries in implementing the revised IHR in the future as well as fostering core capacities of the IHR. The ROK will maintain its efforts to jointly tackle the transnational issue of epidemics and pandemics.
