Pledge on promotion and strengthening of the work of the National Committees on International Humanitarian Law, as well as for the exchange of information among them

Canada has undertaken a number of actions to support this pledge over the reporting period: 

  • Dissemination of IHL 
    • In 2024 the Canadian National Committee on International Humanitarian Law (CNCHL) launched its new website, which now contains information relating to the members of the committee, their mandate as well as the activities carried out by the committee.   
    • The CNCHL hosts meetings at regular intervals. During these meetings members of the committee discuss relevant IHL topics as well as other administrative matters relating to the work of the committee.  
    • Members of the CNCHL participate in academic forums as panelists where IHL is discussed such as the Canadian Conference on International Law (CCIL) and the American Society for International Law Conference (ASIL). These panels have included discussions on topics such as, “How International Law Protects Humanitarian Space in Armed Conflict” (a topic presented on by two CNCHL members at CCIL 2023).    
    • Canada is in the final stages of publishing its inaugural Voluntary Report on Domestic Implementation of IHL which highlights the work done to promote IHL on a national level including by the members of the CNCHL.   
  • Implementation of IHL into the National Framework  
    • The CNCHL is in the final stages of updating its Memorandum of Understanding which creates the framework for the CNCHL.  
    • Canada continuously engages with measures to further implement IHL within our national framework and policies, for instance releasing a national position on International Law applicable in Cyberspace which includes a section on IHL.   
    • Canada has ratified all the relevant IHL treaties and participates in related reporting exercises.   
  • Exchange of Information amongst National Committees 
    • Canada has participated in regional meetings such as the 6th Commonwealth Red Cross and Red Crescent Conference on IHL that took place in April 2024. During this conference Canada participated actively in discussions and working groups on a variety of IHL topics and prepared information to be shared as takeaways with other national committees.
