Resolution 5 – Women and leadership in the humanitarian action of the International Red Cross and Red Crescent Movement
Summary
The resolution aims to promote the role of women in decision-making, including in governing bodies and management positions in all components of the International Red Cross and Red Crescent Movement (the Movement). The Movement components, alongside governments, undertake to focus on improving humanitarian impact without discrimination and exclusion by supporting more women in becoming leaders. This includes concrete and systematic initiatives to support, promote and advocate for women’s full, equal and meaningful participation, leadership and decision-making in international humanitarian forums at the global, regional and national levels, focusing on the following.

The 33rd International Conference adopted the resolution “Women and leadership in the humanitarian action of the International Red Cross and Red Crescent Movement”, considering that women in are critical to ensuring effective and successful humanitarian outcomes. Women’s inclusion and leadership should therefore be further promoted. Women are still greatly underrepresented in leadership roles throughout the humanitarian sector.
For Movement components:
- Increase the representation of women at all decision-making levels
- Achieve gender parity at all levels by 2030, and develop an approach to track sex-disaggregated information to monitor and ensure progress.
- Actively identify women leaders and build up a pipeline, developing the capacities of women as future leaders.

- Invest in research and building evidence
The 33rd International Conference adopted the resolution “Women and leadership in the humanitarian action of the International Red Cross and Red Crescent Movement”, considering that women in are critical to ensuring effective and successful humanitarian outcomes.
