Report on resolution 4:

– Date: 30.07.2019

– Country: Switzerland

– Type of entity:  National Society

Which measures have you put in place in order to enhance the secure functioning of health care facilities and medical transport?
 HCiD is not an issue in Switzerland

Which concrete actions have you conducted to collect and analyze data related to violence against health care? How did you use this information to develop practical measures to address such violence?
 HCiD is not an issue in Switzerland.

What decisions have you taken to enhance your staff and volunteers’ understanding of the rights and responsibilities of health care personnel? In addition, have you implemented concrete measures (e.g. Safer Access Framework) to ensure the safety of health care delivery?
 All SRC delegates and HQ staff going on mission abroad are obliged to complete the “Stay safe personal security” as well as the “Stay safe security manager” course. In addition all SRC delegates and HQ staff are familiar with the fundamental principles and have to sign and adhere to the code of conduct.
 In fragile countries such as for example Honduras, El Salvador, Lebanon or South Sudan, SRC delegates and local staff are familiar with the “Safer Access Framework” and/or “Stay Safe toolkit”. More than to familiarize our staff, we aim to train all of them on “Stay safe” and, in the future, to ensure yearly follow-up trainings.
 In most SRC supported health project in foreign countries RC volunteers and health staff are sensitized and trained towards a more empathic behavior with patients, a better quality of health service, and a greater rapprochement to community health committees.
 In Syria SRC supports a Danish RC project where health facilities are supported. SARC volunteers and staff are trained and apply the Safer Access Framework.

As an auxiliary to your government, which activities have you initiated to promote, advocate for, and address the issue of violence against health care with your government?
 Switzerland is actively advocating for a better protection of health care. Please see the reporting of Switzerland.
