B) Action plan:
- Promote the respect for and wider appreciation of international humanitarian law through the “Princess Maha Chakri Sirindhorn Lecture on International Humanitarian Law”, held every two years in collaboration with the Thai Red Cross Society and the ICRC, with the aim to enhance knowledge and discussion among Thai government agencies, educational institutions, diplomats, international organisations, and the public on strengthening the enforcement of international humanitarian law in Thailand;
- Review and update the Act on the Implementation of the Geneva Convention Relative to the Treatment of Prisoners of War, dated 12 August B.E. 2492, B.E. 2498, which is a domestic law implementing international humanitarian law;
- Increase access to primary health care, particularly medical treatment, health surveillance and disease prevention along the border, as well as public health emergency, by mobilising migrant health volunteers, and through cooperation such as twin hospital projects, and by effective coordination and capacity building activities between provincial public health offices of Thailand and neighbouring countries;
- Increase access to mental health and psychiatric services for prisoners, from prison reception screening and mental health treatment to social reintegration readiness and post-release referral in order to ensure continuous treatment and rehabilitation;
- Further develop the national early warning system and strengthen the capacity of relevant agencies in data collection and analysis on natural and other disasters, including natural disasters resulting from climate change, through cooperation with international organisations and other stakeholders to help manage and reduce disaster risks from climate change, build resilience and promote sustainable development;
- Upgrade and develop relevant legislations to support preparation for and mitigation of climate change and its environmental impact, taking into consideration of its humanitarian impacts, as well as strengthen the work of the Department of Climate Change and Environment, in accordance with its mandate.
- Promote marine ranger volunteer networks in coastal provinces to take an important role in environmental resource and coastal conservation, in coordination with and to support the public sector, monitoring situations that may have impacts on natural resources, and increase public awareness on issues relating to local marine environmental and coastal resources to work towards shaping solutions that would fit with the geographical context;
- Promote awareness and skills among civil society networks, community organisations and the youth regarding the management of disasters, natural disasters, and climate change that will further strengthen and promote networks of environmental civil society and youth volunteers to play an active role in climate actions, through monitoring and response to disasters, natural disasters and climate change.
