STRENGTHENING THE PROTECTION OF PERSONAL DATA IN GEORGIA IN THE CONTEXT OF INTERNATIONAL HUMANITARIAN LAW

A) Objectives of the pledge:

To promote the effective implementation of the Law of Georgia “On Personal Data Protection” (adopted on 3 July 2023) in accordance with international standards and best practices, with particular emphasis on ensuring the protection of personal data and privacy in contexts relevant to International Humanitarian Law (IHL).

The pledge aims to strengthen safeguards around personal data processing in situations where IHL applies, while raising awareness among public authorities, private actors, and humanitarian stakeholders about their obligations related to data protection and privacy in such contexts.

B) Action plan:

  • Examine and monitor the lawfulness of personal data processing by public institutions, law enforcement bodies, and private actors, including in activities that may intersect with IHL principles;
  • Develop and disseminate practical guidelines and informational materials on personal data protection, with reference to IHL;
  • Conduct awareness-raising and training sessions for key stakeholders, including public servants and private sector representatives;
  • Provide consultations and expert support to institutions and actors, including those working in or with IHL-relevant environments, to ensure compliance with the new data protection law while upholding humanitarian principles.

C) Indicators for measuring progress:

  • Number of conducted inspections;
  • Number of informational documents and guidelines developed;
  • Number of training sessions conducted and attendees;
  • Number of consultations provided to stakeholders.

D) Resource implications:

The implementation of this pledge will be supported through the allocation of appropriate budgetary, human, and technical resources by the Personal Data Protection Service of Georgia.
