Pledge submitted by the Red Cross Society of China to the 34th International Conference of the Red Cross and Red Crescent

A) Objectives of the pledge:

China is an active supporter, participant and contributor to the international humanitarian cause. The Red Cross Society of China (RCSC) is committed to working closely with relevant agencies to implement the resolutions of the 34th International Conference of the Red Cross and Red Crescent. From 2024 to 2028, the RCSC will continuously give full play to the auxiliary role of the government in the humanitarian field, further deepen our reform and innovation, actively participate in and support international humanitarian cause, contribute Chinese wisdom and strength to the governance and development of the International Red Cross and Red Crescent Movement (Movement), so as to make new and greater contributions to the building of a community with a shared future for mankind and the cause of peace and progress of mankind.

B) Action plan:

Action Plan:

  1. Continue to strengthen cooperative relationshipswiththe Chinese government agencies, deeply understanding the value of promoting the cause of peace and progress of mankind.
  2. Focus onthe cultivation of Red Cross international talents to further serve the development of the Movement, including continuing to deepen exchanges and cooperation with the ICRC and the IFRC, and carrying out practical cooperation with National Societies along the “Belt and Road”.
  3. Continue to leveragethe role of the ChineseNational IHL Committee and enhance domestic research and dissemination efforts on IHL.
  4. Proactively carry out humanitarian education, strengthen theoretical research on hot topicsof the Movement, and prepare intellectual reserves for the Movement through the International Academy of Red Crossin China.
  5. Steadily promote reform and innovationtoadvance the construction of “Digital Red Cross”, and continuously improve the efficiency of humanitarian services.
  6. Continuously strengthen the capacity of disaster prevention, mitigationand response,intensify the capacity building of disaster response supplies reserve, and improve the domestic and international response capacity of the Red Cross response teams.
  7. Strive to strengthen disaster response capacityof communities, promote the implementationof “Integrated Community Resilient (ICR)” Program, reinforce international exchanges, and effectively increase the coverage and impact of “ICR” Program.
  8. Continue to carry out the “Care For Life  First Aid by Your Side” action, and constantly increasingthe popularity of first-aid knowledge and skills,as well as improving the accessibility of first-aid supplies and equipment in public places.
  9. Actively provide assistance toserious diseases, participate in the publicity and mobilization of voluntaryblood donation, and contribute to building a healthy China.
  10. Strengthen the capacity building of humanitarian resource mobilization, by focusingon the professional training of Red Cross fund-raising teams, and continuously improve the capacity of onlinefundraising.
  11. Step uphumanitarian dissemination work, innovate media communication methods, actively spread humanitarian valuesand actions, and develop RCSC brand communication projects to effectively tell the stories of the Red Cross workers, members and volunteers.
  12. Give full play to the functions of the Chinese Red Cross Youth Network, engage more Chinese youth to join the International Red Cross and Red Crescent Movement, and jointly promote the development of global humanitarian cause.

C) Indicators for measuring progress:

In October 2024, the RCSC adopted the Outline of the Development Plan for the Red Cross Cause in China (2025-2029), which has set forth the strategic objectives and the development path for the RCSC for the next five years. And the objectives and plans included in this pledge are completely consistent with the Outline of the Development Plan.

D) Resource implications:

The RCSC will continuously mobilize resources both from the Chinese Government and the public to better implementing this pledge.
