Launch of the Hub for Anticipatory Humanitarian Action

A) Objectives of the pledge:

The German Red Cross and the Government of Germany jointly pledge the establishment of a Hub for Anticipatory Humanitarian Action to address the ever increasing humanitarian impacts of extreme-weather events and other types of crises as a collaborative platform open to contributions from engaged and interested National Societies and thus to support the International Federation of Red Cross and Red Crescent Societies and its members in their role as frontrunners in anticipatory humanitarian action.

 

Within the overarching title of IC33 “Act today, shape tomorrow” this pledge is related to the thematic area “Shifting vulnerabilities (humanitarian consequences of climate crisis)”. The establishment of the Hub for Anticipatory Humanitarian Action and the associated further development of anticipatory humanitarian approaches such as Forecast-based Financing and others are planned to be achieved in the period 2019-2022.

 

B) Action plan:

The Hub for Anticipatory Humanitarian Action will be established in 2020. German Red Cross and the Government of Germany guarantee the funding of necessary resources to ensure the high-quality services of the Hub for Anticipatory Humanitarian Action to support the membership in the period 2019 to 2022. Engagement of National Societies will be highly encouraged.

C) Indicators for measuring progress:

  • The Hub for Anticipatory Humanitarian Action exists as a user-friendly online platform with relevant and high-quality information, guidelines and products and ensures that all relevant and interested partners can contribute to the anticipation agenda.
  • GRC and partners enable exchange on anticipatory humanitarian approaches within the membership and beyond and ensure that concrete results are used for the development of training materials, policies, etc.
  • At least four approaches to strengthen anticipatory humanitarian action have been tested and developed (or developed further). Experience has been shared within the Movement and beyond.

D) Resource implications:

Support and engagement of National Societies to further enhance the anticipation agenda.
