Actions taken:
In relation to this pledge, the Finnish Red Cross sought to provide expertise and advice to pubic authorities, in particular the Ministry of Interior (MoI) by:
• Maintaining a regular dialogue about the need to evaluate domestic laws, regulations and procedures so that they make possible and even facilitate,
o the provision of humanitarian relief by the National Society, as well as other international and national non-governmental organizations
o the development of volunteer coordination and management by the Finnish Red Cross
Systematically highlighting Movement lessons in its statements to legislative initiatives as well as significant public policies and guidance on how to best ensure efficient climate smart disaster risk management and response that takes into account the impact of disasters and emergencies have on vulnerable people, and the special needs they have during and after rescue efforts.
• Providing input for and being consulted by the MoI working group on the ongoing review of the Rescue Act (not concluded yet).
• Providing training (both live and recorded presentations) and information on the special auxiliary role of RCRC National Societies, Disaster law research done by the IFRC, as well as on IHL and civil defence and humanitarian relief in situations of armed conflict
• Translating into Finnish a number of key movement documents, such as
o The ICRC “Civil defence in international humanitarian law – Factsheet”
o The “ICRC Q&A and lexicon on humanitarian access”
