Report on – 33rd IC Resolution 1: Bringing IHL home: A road map for better national implementation of international humanitarian law (33IC/19/R1) – The Russian Red Cross Society

    The Academy of the Russian Red Cross launched a 20-academic-hour refresher course “Academy of the Red Cross: International Humanitarian Law”

    Regarding knowledge dissemination, an internal project to disseminate knowledge on the Fundamental Principles and IHL was launched at the RRC. Study materials, conference calls and consultations were organized for some of the regional branches of the RRC. Also each new staff member watches a video, which includes the information about the Fundamental Principles of the International Movement and the aims and values of the Russian Red Cross as an impartial humanitarian organization. Introductory sessions for newcomers are organized by the RRC President and relevant staff where the above information is also presented and explained.

    New promotional handouts are periodically updated and developed.

    In 2022, a classic brochure on the difference between the components of the International Red Cross and Red Crescent Movement (ICRC, IFRC, National Societies) was prepared. The booklet was sent to the RRC regional offices in the North Caucasus for public distribution. In 2023, a leaflet “Everywhere and for Everyone” was prepared describing the components of the International Red Cross and Red Crescent Movement, the Fundamental Principles, the functions of the Red Cross, Red Crescent and Red Crystal emblems, as well as summarizing the activities of the Russian Red Cross.

    Now all the regional branches of the RRC have stands to disseminate knowledge about the Fundamental Principles of the International Red Cross and Red Crescent Movement, the components of the International Red Cross and Red Crescent Movement and the Russian Red Cross.

    A series of publications on the history of IHL development was published in the “Russian Red Cross” group in VK social network.

    Since 2023, episodes of the RRC Discussion Club (“DC RRC”) have been published on RRC social media. The RRC Discussion Club is a platform for discussing issues of history, international law in general and international humanitarian law in particular, as well as current problems of various nature and search for their solutions.

    The RRC Discussion Club (“DC RRC”) and some promotional handouts mentioned above were created with the support of the ICRC.

    Also a 20-academic-hour refresher course “Academy of the Red Cross: International Humanitarian Law” which is available in 2 versions on the Red Cross Academy platform – a full course (with a certificate of advanced training) and a short course for dissemination of IHL knowledge. A full course takes place on the basis of  the Pirogov Russian National Research Medical University. In the end after successful completion of the final certification attendees receive a certificate of the State set standard.
