    The Judge Advocate General’s Department, Ministry of Defense has included sessions on international humanitarian law in all courses provided by the Judge Advocate General’s School, contributing to the incorporation of IHL into wider military education and training courses.

    The Royal Thai Police also incorporated principles of international humanitarian law, together with international human rights law, into the practice of police officers, as reflected in the 2022 Guidance on use of force and use of weapons.

    Regarding the dissemination of international humanitarian law, the Ministry of Foreign Affairs and the Thai Red Cross Society co-host Princess Maha Chakri Sirindhorn Lecture Series on International Humanitarian Law on a biannual basis since 2003. The Lecture Series provide a platform for the dissemination of international humanitarian law among relevant sectors, including government agencies, diplomatic community, educational institutions, international organizations and the general public. They also provide a platform to foster and deepen the understanding of the ongoing development and multi-faceting challenges of international humanitarian law. The 10th Lecture Series was held on 30 August 2023 on the topic “The Prevention of Arbitrary Displacement and the Protection of the Human Rights of Those Displaced by Armed Conflict” during which Ms. Celilia Jimenez-Damary, former UN Special Rapporteur on the human rights of internally displaced persons participated as a keynote speaker.

    In light of this resolution, continued efforts have been made to disseminate, integrate and promote international humanitarian law in the country. At the same time, there are ongoing discussions among relevant agencies concerning the ratification of additional IHL treaties and the establishment of a national committee on IHL.
