    – Element 3 Particular importance is given to training activities for Red Cross staff and volunteers for which Red Cross of Montenegro organized three national trainings:
    – 2021 “International humanitarian law and dissemination of the fundamental principles and history of the International Red Cross and Red Crescent Movement – from theory to practice”
    – 2022 “International humanitarian law and dissemination of the fundamental principles and history of the International Red Cross and Red Crescent Movement – today’s challenges”
    – 2023 “International humanitarian law and dissemination of the fundamental principles and history of the International Red Cross and Red Crescent Movement – approaches to the advocating and disseminating humanitarian values”

    – Element 5 Red Cross of Montenegro had been advocating for establishing National IHL Commission together with ICRC trough joint meetings with state actors and letters.

    – Element 8 Red Cross of Montenegro organized three panel discussions with all relevant stakeholders as panellists (representatives of Ministry of Foreign Affairs, Ministry of Interior Affairs, Ministry of Defence, Ministry of Justice, academia, NGO representatives, ICRC):

    2021 “International humanitarian law and challenges of the modern era”
    2022 “International humanitarian law in the third millennium – from principles to utilization”
    2023 “Hybrid warfare and new challenges for effective protection of human rights”

    Red Cross of Montenegro implemented activities related to commitments contained in this resolution with support of the ICRC. Furthermore, representatives of Ministry of Foreign Affairs, Ministry of Interior Affairs, Ministry of Defence, Ministry of Justice, academia, NGO representatives took active role in some dissemination activities. In cooperation with University Donja Gorica (Podgorica, Montenegro) Red Cross of Montenegro supported publishing book “International Humanitarian Law” by Rodoljub M. Etinski & Nikola B. Šaranović.

    Précisions au sujet des difficultés :

    During COVID-19 pandemics it was almost impossible to continue with regular IHL and dissemination activities and it took some time to adapt to fully online, and after in hybrid concepts of education. In order to reach broader population and to involve more people in activities Red Cross of Montenegro was facing lack of financial support, especially for activities in local branches in all regions of Montenegro. Due to education/work/moving to other towns it was challenging to rely on trained and experienced volunteers for every activity.

    Working on implementing commitments strengthened cooperation with Government and academia (faculties of law). Capacities of staff and volunteers were increased and around 80 persons were trained at national trainings, while educational and promotional materials were adapted and distributed to local branches, as well as to broader population.

    Red Cross of Montenero has trained staff and volunteers from Red Cross local branches on IHL, humanitarian values and dissemination in order to strengthen their capacities for disseminating and promoting IHL on local level, in their communities, which they regularly perform (workshops, lectures, meetings with local authorities etc.).
