Georgia pledges to continue implementation of International humanitarian law at national level in line with the National Action Plan.
The National IHL Interagency Commission (IHL Commission) was created upon the Governmental decree No. 408 on October 28, 2011 for the effective implementation and application of International Humanitarian Law (IHL).
The National IHL Commission has adopted number of National Action Plans (NAPs). NAPs are adopted for two year time period. In order to ensure compliance with the obligations arising from the NAPs, the Secretariat of the IHL Commission monitors and evaluates the process through the reporting mechanism.
In accordance with the NAP, in 2017, the National IHL Commission worked on drafting a new bill “on the Use and Protection of the Red Cross, Red Crescent and Red Crystal Emblems and Names” which was later adopted by the Parliament. The new law promotes and strengthens the protective measures of emblems in the country.
It needs to be noted that recently an Inter-Agency Commission on the Search for and Transfer of Missing Persons as a result of armed conflict has been established. The role of the Commission is to search for the dead on the Georgian territory, to organize the relocation of the bodies, to build up relationships with the representatives of international organizations, with general public and family members of the missing, and to create a mechanism in order to support the family members of the missing.
