Report on pledge – Adoption of a National Framework on Restoring Family Links, Dignified Management of the Dead, and Prevention of People from Going Missing (Indonesia)

Indonesian Red Cross Society (PMI-Palang Merah Indonesia) has been continuing in putting their efforts to enhancing the capacity of Restoring Family Links (RFL), including migration. In the context of Indonesia, both RFL and migration goes side by side considering the needs. Specifically on migration related, PMI participates in the national working group led by SATGAS PPLN (Satuan Tugas Penanganan Pengungsi Luar Negeri – National Task Force for Foreign Migrants under Coordinating Ministry for Political, Legal, and Security Affairs – KEMENKOPOLHUKHAM). The task force is activated at the national level. It consists of authorities and organizations managing the migrants with no legal documents.

Within the task force at the national level, there is regular inter-agency coordinations especially at the emergency phase. We also do the joint-operation in the field. In the UNHCR SOP, it is clearly mentioned that RFL service is given after the UNHCR does the registration after the arrival.

There are challenges that PMI still encounter. PMI have limited human resources to maintain collaboration with other partners at the peace time. In addition, it is challenging to form One Operational Plan due to the different mandates and capacities among actors.

In delivering the services for the migrants, PMI collaborates with the Government and partners at the national and local level. By doing so, the number of trained staff and volunteers that mobilized are increasing.

Every inquiries must be well-managed accordingly. However, due to the limited capacity that PMI still having and the on-going challenges that PMI still facing, it is on-going process for building the capacity and there is always room for improvement required for delivering the humanitarian services for the beneficiaries in effective and efficient manners.
