Mapping the current legal and administrative framework and practices related to privacy about personal data protection in Ethiopia

A) Objectifs de l’engagement:

In Ethiopia, there is no standalone data protection comprehensive framework or policy. Domestic frameworks related to privacy are part and parcels in different frameworks such as the constitution, civil code, criminal law, computer crime law, freedom of information, and other standards in a fragmented way. Some of the frameworks enacted long time ago and others also did not cover the whole aspects of protection of personal data which are compared with the information technology revolution and the global standards.

The Ethiopian Red Cross Society in collaboration with the relevant authority of the country plans to undertake mapping of the current legal and administrative framework as well as practices related to the protection of personal data existing in the country. The mapping exercise will identify the gaps in domestic frameworks and practices or the need to develop them further, including the identification of current frameworks or practices that may inhibit the performance of data processing for humanitarian purposes, including RFL services. This effort aims at addressing and implementing the highest standards of protection of personal data, especially for persons in vulnerable situations and persons in need of restoring family links service without affecting their security.

B) Plan d’action

Conduct mapping exercise on current legal and administrative frameworks and practices related to protection of personal data.
