Report on pledge – Developing Climate Smart Disaster Risk Management in Finland – Report on implementation

Actions the Government of Finland has taken to fulfill this pledge have advanced well.

The importance of taking measures to mitigate the effects of climate change is widely recognized in Rescue Services and within different governmental services. For example, Finland has established new rescue modules with a view to flooding and wildfire events. Furthermore, the Finnish Meteorological Institute (FMI) has developed a new propagator tool for wildfires. The EU Commission’s Host Nation Support (HNS) guidelines are taken into account in a new version of the national HNS guidelines, which will be finalized this year. In addition to extreme weather hazards, the new threat environment, including security threat, has been considered. Further specific HNS guidelines will be prepared for the Rescue Services.

Furthermore, every administrative county in Finland is required by law to prepare its own HNS plan. The new Rescue Act (1.1.2024) gives the responsibility for the nationwide HNS coordination and arrangements to Helsinki Rescue Department. A network of HNS experts is to be formed in Finland and if needed, these experts will be used across the country.

A new amendment to the Rescue Act (23.3.2023/436) states that the owner of the building or apartment is responsible that fire detectors are installed and maintained and that they work properly. The objectives of the Act include ensuring through correct installation, maintenance and inspections that fire detectors operate efficiently and reliably. This requirement improves the security of specific groups in vulnerable situations, especially in the event of fire. Such groups may, for example, find it challenging to make sure that batteries to the fire detectors are replaced when necessary.
