Safety and Security of Humanitarian Personnel – report by Estonia

Actions taken:

Estonia supports the measures being taken in order to ensure and raise awareness for better implementation of regulations concerning the protection of humanitarian and medical personnel in armed conflicts. Full implementation of IHL by States as well as the dissemination of it remain therefore of utmost importance. In order to achieve this, Estonia continues to provide IHL training to the members of the Estonian Defence Forces, covering also the duty to protect humanitarian personnel. This includes both the active servicemen of the Estonian Defence Forces participating in international operations and the members of the conscript service. Additionally, IHL trainings are provided for the members of the voluntary national defence organisation Estonian Defence League. The Estonian Ministry of Defence also has a bilateral cooperation agreement with the Estonian Red Cross, covering different spheres of cooperation for the dissemination of IHL.
