Préparation aux catastrophes à l’étranger

Actions taken:

La préparation aux catastrophes à l’étranger est une priorité de la Coopération internationale belge. Un cadre de financement portant sur la préparation aux catastrophes dans les régions du Sahel et des Grands Lacs a été lancé en 2017, à hauteur de 10 millions d’Euros. La Croix-Rouge de Belgique sera  financée dans ce cadre pour des projets portant sur le renforcement des capacités de la préparation aux catastrophes des sociétés nationales du Sahel et des Grand Lacs, respectivement.

De plus, un cadre de financement visant à soutenir des approches innovantes a aussi été lancé par la Coopération belge au troisième trimestre 2017. Ce cadre de financement couvre, entre autres, les approches innovantes de préparation aux catastrophes. L’écriture de projets est en cours.

The Belgian Directorate-General Development Cooperation and Humanitarian Aid (DGD) launched both in 2015 and in 2016 a Call for Proposals (CfP) on Disaster Preparedness open to Belgian NGO’s including the Belgian Red Cross (BRC). The BRC gave direct technical input to the DGD during the development of the CfP and actively and successfully pleaded for the incorporation of innovative elements such as Crisis Modifiers, Cash-Preparedness.

The proposals of the BRC-Flanders (BRC-Fl) were accepted in 2016 and 2017, granting the organization a total budget of over 7 million EUR for disaster-preparedness programmes in the Great Lakes Region (Burundi, Rwanda, Uganda and Tanzania), including a significant subsidy for cash-preparedness. The two logframes can be found in annex a (general disaster preparedness) and b (focused on cash-preparedness) of the Belgian Red Cross report.

Also within more generalist CfP’s, including the recently launched CfP specific on innovation approaches in Humanitarian work (May 2017), disaster-preparedness elements such Forecast-Based Financing are explicitly included as possible programmatic focus.
