A) Objetivos de la promesa

Protecting people in armed conflict is at the core of international humanitarian law (IHL). IHL is as relevant today as it has ever been as current armed conflicts around the world have shown. However, grave and shocking violations of IHL in recent years, resulting in critical consequences for the people affected, demand that States boost their advocacy for and demand compliance with IHL in all situations of armed conflict. National implementation of IHL legal instruments, along with increased domestic expertise and dissemination of the law plays a central role in protecting people and the environment in all situations of war.

B) Plan de acción

For the years 2020-2023, the Icelandic Government and the Icelandic Red Cross hereby pledge:

 

– To be at the forefront, in demanding full IHL compliance of States and other non-state armed actors in all circumstances of armed conflict, in order to protect all individuals not engaged in hostilities, including women and children.

 

– To advocate, at international fora, for incorporation of IHL instruments into domestic legislation worldwide, and inviting states to explore domestic areas in need of further implementation to promote full compliance of IHL.

 

– To support dissemination of IHL both nationally and internationally, especially within government and the academic community with the aim of supporting both professionals, scholars and students in creating interest and expertise in IHL that can benefit global respect and compliance with IHL.

C) Indicadores para medir los avances:

– Actively advocate for support of resolutions adopted at the 33rd International Conference of the Red Cross and Red Crescent in Geneva in December 2019 which aim at strengthening compliance of States and other actors in armed conflicts with international humanitarian law.

 

– Biannual IHL trainings for all Ministries and other key institutions in Iceland jointly organised by the Icelandic Red Cross and the Icelandic Ministry for Foreign Affairs.

 

– Signature and ratification of the 1954 Hague Convention on the Protection of Cultural Property in the Event of Armed Conflict.

 

– Share domestic examples and good practices of national implementation taken in accordance with IHL obligations with other National IHL Committees.
