Establishing a Permanent International Humanitarian Law (IHL) Committee in the Philippines

A) Objetivos de la promesa

In connection with the resolution of the 33rd International Conference entitled, “Bringing IHL home: a road map for better national implementation of international humanitarian law,” the Philippine government acknowledges the effective role of national committees on IHL in advising and assisting national authorities in implementing, developing and spreading knowledge of IHL, also known as the Law of Armed Conflict.

 

That same resolution also encourages States that have not yet done so to consider establishing such an entity.

 

In the Philippines, Executive Order No. 134 was issued by the Office of the President in 1999, creating a National IHL Ad Hoc Committee tasked primarily with organizing activities for the yearly observance of the 12th of August as IHL Day.

 

Over the years, the Philippine IHL Ad Hoc Committee has engaged in various activities and initiatives aimed at helping to implement, develop and spread knowledge of IHL in the country.

 

After more than two decades of being an Ad Hoc Committee, it is the intention of the Philippine government that this body be institutionalized, through the creation of a permanent IHL Committee. This Committee will absorb the functions of the Ad Hoc Committee, and will also serve as the permanent body to advise and assist national authorities in implementing, developing and spreading knowledge of IHL.

 

B) Plan de acción

The Philippine IHL Ad Hoc Committee will study the ideal modality for the creation of a permanent IHL Committee and will take action based on this.

 

C) Indicadores para medir los avances:

Before the 34th International Conference of the Red Cross and Red Crescent in 2023, the Philippine government intends to establish a permanent National IHL Committee.

 

D) Recursos requeridos:

The Philippine government will determine the resources that may be required to carry out this pledge.

 

The Philippine government may also rely on different organizations, such as the International Committee of the Red Cross (ICRC), for technical and other support in the implementation of this plan.
