Digital Mental Health and Psycho Social Support: Exploring technology-empowered pathways to addressing mental health and psychosocial needs of people affected by armed conflicts, natural disasters and other emergencies within the Red Cross and Red Crescent movement

A) Objetivos de la promesa

There is an enormous gap in human resources for MHPSS mental health and psychosocial support at a global level. The ramifications of this gap are magnified in situations of armed conflict, natural disasters and other emergencies where needs intensify and health systems are overwhelmed.

The smartphone as an essential, widespread tool, especially in the context of conflict and forced migration, opens up new ways of connecting with people in need. Using this gateway, technology-empowered and internet-based services provide a scalable, evidence-based and resource-efficient extension of traditional approaches to care.

Towards the implementation of the proposed resolution of the 33rd International Conference of 2019 “Addressing mental health and psychosocial needs of people affected by armed conflicts, natural disasters, and other emergencies” we deem the timely exploration of an integrated approach to the partial digitalization of care within the movement a future-oriented imperative.

B) Plan de acción

To fulfill this pledge, the Swiss Red Cross aims to undertake the following actions before the 34th International Conference in 2023:

  • To raise awareness and provide a readily available introduction to the spectrum of digital MHPSS and relevant use cases.
  • To make efforts to assess and integrate the structural needs for the scalable integration of digital MHPSS within various existing structures of the RCRC Movement.
  • To provide practice-oriented, accessible guidelines for the effective and efficient implementation of digital MHPSS initiatives at a local and global level.

C) Indicadores para medir los avances:

  • A number of awareness-raising and information-initiatives are carried out to provide an accessible basis for informed decision-making regarding digital MHPSS services.
  • A task force and digital forum for innovation and exchange are established to facilitate the continued collaboration of governments, academic organizations and the RCRC movement to promote mental health and psychosocial support by digital means.
  • Quality data are available on the structural requirements for the implementation of digital MHPSS of a selected sample of RCRC National Societies.
  • Sector-specific guidelines are created that allow for an accessible approach to the realization of digital MHPSS initiatives within the RCRC Movement. These guidelines, in turn, are illustrated by the systematic evaluation of existing services.

D) Recursos requeridos:

There will be resource implications associated with the proposed implementation of the pledge. These may include both of the Swiss Red Cross and/or partners and/or external sources or consultants. Among them are technical resources as well as staff and volunteer person-hours dedicated to the implementation and outcomes of this pledge.
