Engagement in horizontal humanitarian cooperation

Since 2015, Brazil has been strengthening the horizontal nature of the Brazilian humanitarian cooperation system. The Brazilian Agency for Cooperation (ABC) coordinates and performs secretariat functions for the Interministerial Working Group (IWG) on International Humanitarian Cooperation, the national platform responsible for developing conceptual frameworks and operational structures to enhance international humanitarian cooperation.  The proportion of ministries participating in the IWG has risen from 52% to 77%.

Such progress relates to a shift from one-off emergency response activities to structuring long-term initiatives devoted to improve preparedness and promote resilience. The Brazilian international humanitarian cooperation has progressively assumed a multidimensional character, gathering a wide range of national agencies that bring diverse inputs to the policies and actions put in place by the Brazilian government.

This evolution can be clearly perceived in the Brazilian cooperation in response to cyclones Idai and Kenneth in Mozambique. Through the IWG, the Brazilian government made maps elaborated from satellite images available to the Mozambican government and to the United Nations, in order to guide search and rescue activities, and sent a search and rescue team to assist Mozambican authorities. At the same time, the IWG is discussing long-term initiatives to enhance disaster response capacity in Mozambique, such as: (i) the establishment of a technical body similar to the Brazilian National Disaster Monitoring and Alert Center (CEMADEN), created in 2011 in the aftermath of strong rains in Rio de Janeiro; (ii) the sharing of tested resilient seeds by the Brazilian Agricultural Research Company (EMBRAPA), with a view to contributing to the recovery of agriculture in affected areas; and (iii) the training of civil protection responders, in order to strengthen planning, preparedness, response and reconstruction capacities.
