Joint pledge: responding to human trafficking of migrants in Europe

After signing the pledge, the Netherlands Red Cross significantly increased its response to assist and protect (potential) trafficked migrants.

In cooperation with relevant state and civil society organisations, the NLRC:

• Led development of an e-learning module to train staff and volunteers of NLRC and other relevant organizations on recognizing signs of human trafficking of migrants and responding safely (published March 2017; over 800 persons reached per May 2019)
• Delivered face to face training and workshops to over 700 staff and volunteers (Red Cross and external) on recognizing signs of human trafficking of migrants and/or informing migrants about risks of exploitation and where to find assistance (January 2016 until June 2019)
• Coordinated a 2-year project in the Netherlands to set up structural awareness-raising with refugees and other vulnerable migrants, including unaccompanied minors, about risks of exploitation and where to find assistance (‘STEP’ project co-funded by AMIF (EU), led by British Red Cross, March 2016-May 2019, see www.mensenhandelacademy.nl/asielketen/toolkit)
• Increased its (legal-practical) assistance to migrant victims of human trafficking (from 25 clients assisted in 2015 to 70 clients assisted in 2018)
• Set up a confidential dialogue with government officials and implemented humanitarian diplomacy to advocate that victims must be provided with appropriate support and protection
• Provided peer support to European Red Cross Societies to help strengthen their response to human trafficking of migrants
• As one of the co-chairs of the European Action for Trafficked persons Network, NLRC facilitated learning and exchange of good practices on human trafficking in the context of migration between Red Cross Societies, both at annual meetings and by organizing webinars on relevant topics
• NLRC is one of the co-developers and master trainers of the IFRC/ATN ‘Human Trafficking in the context of Migration – Trainer toolkit’ (published in 2018; as yet National Societies from 14 countries have been trained, with a new international training planned for November 2019)
• Human trafficking, including of migrants, will be the topical focus of an annual public fundraising campaign for 2019, with implementation nationally and in NLRC bilateral partner countries or through RC Movement partners outside of Europe

 Action plan

The annual Anti-Trafficking Network meeting provided a platform to discuss and report progress on commitments. NLRC presented on its pledge plans and progress at the annual meeting in 2016 and shared good practices during the meetings in 2017 and 2018.
