Enhancing capabilities to receive and disseminate foreign and humanitarian aid during and after emergencies

Georgia pledges to further enhance capabilities to receive and disseminate foreign and humanitarian aid for providing assistance and protection of populations affected by disasters and other emergencies. It undertakes to ensure efficient, coherent and complementary response to the humanitarian needs, by strengthening internal processes and better coordination before, during and after emergencies.

The issue of humanitarian aid is discussed within the Geneva International Discussions established on the basis of the EU mediated Ceasefire Agreement of 12 August 2008 which is the format for addressing security, human rights and humanitarian issues stemming from the August 2008 Russian aggression against Georgia and occupation of Abkhazia and Tskhinvaliregions of Georgia. Georgia is constructively engaged in this format with  the aim to achieve tangible solutions. It is however concerning that the Russian Federation continues its destructive approach aiming at deliberately politicizing the humanitarian issues and obstructing the meaningful discussions, thus hampering reaching tangible results at Geneva International Discussions.

Strengthening the institutional democracy by the way of effective protection of the rights of our citizens, both within the state borders and abroad, remains on the top of the agenda of the Government of Georgia.

We are eager to create a solid basis for the effective protection of our citizens’ rights and the proof for that can be found in the Constitution of Georgia and the commitment of the state under those international treaties of which we are parties.

Our responsibility to protect cannot be fulfilled without a coherent policy, effective coordination and result-oriented cooperation of international community as a whole.

One of the most remarkable demonstration of this commitment and joint effort of Georgian and Iraqi authorities, together with our international partners, such as ICRC and UNICEF, is the repatriation of three Georgian minors from Baghdad to Tbilisi in October 2018. The best interests of the children were put first by all actors engaged and this has become the guarantee of the successful completion of humanitarian mission.

The Georgian Government started negotiations with the Iraqi authorities to transfer Georgian woman prisoner from Iraq to Georgia to serve her remaining sentence to Georgia, close to her children and parents, in order remain family links, promote the effective rehabilitation of inmate and finalize the humanitarian mission that started back in 2018.
