Dissemination of International Humanitarian Law

This pledge has resulted in an increase in joint IHL dissemination initiatives between the Australian Government and Australian Red Cross. This has strengthened the overall relationship between the two ‘pledgees’ and created space for more substantive IHL discussions and joint programs of work on IHL. Below are some key highlights:

  • The IHL Handbook for Parliamentarians for the Timor Leste National Society, produced with the support of DFAT, was finalised and translated into Portuguese and Tetum. A Guide to the Movement for Parliamentarians for Tuvalu Red Cross Society was designed, printed and shipped. This now concludes the Pacific IHL Handbooks Project. The overall project received considerable enthusiasm and praise from a number of Pacific States and National Societies and attracted interest from other Commonwealth countries during the 2019 Commonwealth IHL Conference in Kigali, Rwanda.
  • Engagements with the Australian Defence Forces included the deployment of a Red Cross team on the Joint Planning Exercise for the Australian Command and Staff Course at the Australia Defence College, and presentations to ADF personnel at the ADF Chaplains’ Initial Courses at ADFA, the Military Operations Law Course at the Australian National University and the Peace Operations Seminar and Operational Gender Advisers’ Course at the ADF Peace Operations Training Centre. The IHL Program also supported the Warrant Officer Combat Service Supply Courses at the Army School of Logistic Operations in Bandiana, providing training on the Geneva Conventions and their Additional Protocols. The IHL Program also sent two observers to the Command and Staff Operations Law Course run by the Asia Pacific Centre for Military Law in Sydney.
  • In April 2019, Australian Red Cross was pleased to develop and deliver an inaugural IHL training day at the DFAT Diplomatic Academy for Government officials from DFAT, AGD and the ADF working on IHL issues.
  • In addition, joint annual events were held with the Department of Defence and Australian Red Cross on contemporary IHL issues; Australian Red Cross and the Australian Government presented on panels at the Australian New Zealand Society of International Law Conference, and Australian Red Cross was also pleased to be invited to the annual Attorney General’s Department International Law Colloquium.
  •  Government and Defence Force representatives also attended the annual International Legal Frameworks for Humanitarians course run by Australian Red Cross, which contributes to greater civil-military engagement and sharing of perspectives between a number of Australians operating in theatres of armed conflict.
