Report on the Domestic Implementation of International Humanitarian Law

أ) أهداف التعهد

In connection with the resolution of the 33rd International Conference entitled “Bringing IHL home: A road map for better national implementation of international humanitarian law”, States and national red cross and red crescent societies welcomed the publication by States of voluntary reports on the domestic implementation of International Humanitarian Law. Certain states volunteered to join the Open Pledge to Report on the Domestic Implementation of International Humanitarian Law.

Since such reports improve the understanding of humanitarian law within the country, Hungary also pledges to prepare a report before the 35th conference.

ب) خطة العمل:

Hungary pledges to take the following actions before the 35th International Conference:

  • Prepare a draft report on the basis of previous such report (compatibility study from 2002, disseminated only in Hungary), also taking into consideration the existing reports prepared by other countries, including the implementation report toolkit prepared by United Kingdom and British Red Cross;
  • Coordinate draft report through the National Committee with ministries and other government agencies;
  • Coordinate draft report with the Hungarian Red Cross;
  • Coordinate draft report with universities and experts of academia as necessary;
  • Upon finalization translate the report into English language;
  • Seek to share the report with ICRC and other States and national red cross and red crescent societies;
  • Make preparation to update the final report periodically.
