Promoting Disability-Inclusive Interpretations and Implementation of International Humanitarian Law

أ) أهداف التعهد

Based on the international commitments undertaken by the Government of Sudan through its ratification of the four Geneva Conventions of 1949 and their two Additional Protocols of 1977, as well as the 2006 Convention on the Rights of Persons with Disabilities (CRPD) and its Optional Protocol; and in recognition of Article 11 of the Convention on the Rights of Persons with Disabilities (CRPD), which stipulates the obligation of State Parties to take all possible measures to ensure the protection and safety of persons with disabilities in emergency situations, including armed conflict. Arising from the tragic reality witnessed by the country due to the ongoing armed conflict and its widespread repercussions on civilians and military personnel alike—including the increase in the number of persons with disabilities, whether as a direct result of combat operations or due to the collapse of health and service systems—the Government of Sudan pledges to action the following:

 

 

ب) خطة العمل:

  1. Organize a high-level national consultative conference, bringing together representatives from the Sudanese Armed Forces, national and international organizations involved in persons with disabilities’ rights, civil society representatives, and persons with disabilities themselves, including veterans affected by the conflict.
  2. Foster civil-military dialogue and cooperation on integrating disability considerations at all stages of military operations—including planning, implementation, training, and providing humanitarian assistance—in a way that respects the protection, dignity, and specific needs of persons with disabilities.
  3. Prepare a comprehensive national report, documenting the impact of the armed conflict on persons with disabilities in Sudan and proposing practical recommendations to promote a disability-inclusive interpretation of International Humanitarian Law in line with the Convention on the Rights of Persons with Disabilities.
  4. Review and develop national legislation and policies on International Humanitarian Law and the rights of persons with disabilities to ensure their harmony with international obligations, and to enshrine the principle of non-discrimination and full inclusion.
  5. Ensure meaningful participation of persons with disabilities, including women and girls, in the design and implementation of conflict-related policies and responses, thereby enhancing their resilience and participation in peacebuilding.

 

  1. Work with international partners to provide technical and financial support for developing the capacities of national institutions, including the armed forces, to understand and apply relevant international norms.

The Government of Sudan affirms that fulfilling these commitments constitutes a pivotal step toward building a just and inclusive state that respects human dignity, safeguards rights, and responds to the needs of all segments of society without exception, especially those who are most vulnerable in times of conflict.
