Report on pledge – Ratification of international humanitarian law (IHL) instruments – Slovenia

The EU Member States have pledged to work towards further participation in the principal international humanitarian law instruments and other relevant legal instruments that have an impact on international humanitarian law by considering ratification of those instruments to which they are not yet a party.

Regarding the specific international humanitarian law instruments mentioned in this pledge, the Republic of Slovenia is able to report as follows:

  • Since 5 November 1992, Slovenia has been a party to the Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict and to the First Protocol to the Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict.
  • Slovenia ratified the Second Protocol to the Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict on 2 October 2003 and deposited its instrument of ratification on 13 April 2004. The Second Protocol entered into force in the Republic of Slovenia on 13 July 2004.
  • Slovenia signed the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction on 3 December 1997 and deposited its instrument of ratification on 27 October 1998.
  • Since 20 April 2005, Slovenia has been a party to the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques.
  • Slovenia is a party to the Protocol on Explosive Remnants of War (Protocol V) to the 1980 Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects adopted in Geneva on 28 November 2003. Slovenia ratified Protocol V on 3 November 2006 and deposited its instrument of ratification on 22 July 2007. Protocol V entered into force in the Republic of Slovenia on 22 August 2007.
  • Slovenia signed Additional Protocol III to the Geneva Conventions on 19 May 2006 and deposited its instrument of ratification on 10 March 2008. Additional Protocol III entered into force in the Republic of Slovenia on 10 September 2008.
  • Slovenia signed the 2006 International Convention for the Protection of All Persons from Enforced Disappearance on 26 September 2007 and deposited its instrument of ratification on 15 December 2021. The Convention entered into force in the Republic of Slovenia on 14 January 2022.
