Report on pledge – Launch of the Hub for Anticipatory Humanitarian Action

Anticipatory action is shifting the focus from response to protecting people ahead of shocks by utilizing forecast-based triggers, pre-agreed plans and financing, to ensure a faster, more dignified and more cost-effective approach to disasters and crises. Over the past ten years anticipatory action has become a widely accepted approach to save lives and protect livelihoods, providing more dignified, effective, efficient humanitarian assistance.

With the support of the German Federal Foreign Office, the German Red Cross (GRC) together with the Red Cross Red Crescent Climate Centre (RCCC) and the International Federation of Red Cross and Red Crescent Societies (IFRC) launched the Anticipation Hub at the Global Dialogue Platform in December 2020.

The Anticipation Hub seeks to engage with, facilitate learning and inspire actors across the Red Cross Red Crescent Movement, universities, research institutes, international NGOs, local actors, United Nations agencies, governments, donors, and network initiatives to connect, foster collaboration, learning and partnerships between humanitarian, development and the climate sector to capture synergies across risk reduction, early warning systems, preparedness, response and recovery related policies and interventions. The Anticipation Hub aims to support practitioners, scientists, and policymakers within and beyond the humanitarian sector at global and local levels, facilitating the exchange of knowledge within and between them.

By facilitating, capturing, and advocating for synergies and collaborations, the Anticipation Hub aims to maximize shared capacity in reducing risks and strengthening the ability of the humanitarian ecosystem to anticipate, absorb, and adapt to risks. The Anticipation Hub serves as our shared anticipatory action ‘one-stop-shop,’ bringing together collective knowledge and driving innovation, cross-fertilization, and co-creation across the wider anticipatory action community.

The Anticipation Hub is the testament to the pioneering vision and leadership of the Red Cross and Red Crescent Movement for joining up humanitarian and development programming, and it is a result of years of experience, expertise and collaboration across humanitarian and developmental actors working to scale up anticipatory action in the humanitarian ecosystem and beyond to support a global shift to act ahead of disasters.

Key actions include

The development of the Anticipation Hub Strategy for 2021-2024 outlines the Hub’s three strategic objectives and priorities. These objectives focus on i) enhancing the accessibility of anticipatory action knowledge, methodologies, and tools, including providing access to experts to facilitate the collective scaling up of anticipatory action initiatives across various hazards and geographical areas, thus protecting more people at risk of disasters; ii) stimulating knowledge co-creation and innovation on emerging topics to inspire and enable actors to effectively and efficiently apply anticipatory action in diverse contexts and governance settings; iii) continuously nurturing the anticipatory action community, capturing synergies with other initiatives, and facilitating dynamic collaboration and exchange.

The creation of the Anticipation Hub’s website www.anticipation-hub.org that offers comprehensive information, resources libraries and links on the topic of anticipatory action. This includes a global overview of anticipatory action projects with dedicated country pages, a database on early actions as well as technical guidelines and tools for anticipatory action practitioners, and training material on the development of anticipatory action approaches. The website provides continuously updated information and resources on the topic of Anticipatory Action. With around 3,000 monthly visitors and 4,200 newsletter subscribers, it has become an important source of information.

The launch of the Anticipation Hub’s flagship publication, the Global Overview Report constitutes the first comprehensive global overview of anticipatory action projects and programmes uptake at country and regional levels. Among other things, the report captures active anticipatory action frameworks by country, by hazard, organization type and those under development. It also highlights pre-agreed financing availability, anticipatory action activations, the number of people reached globally, case studies, and analysis of new emerging trends. The report offers an overview of emerging trends, developments, milestones, and gaps in anticipatory action. The data and trends presented provide clear evidence that anticipatory action is scaling up, reaching new locations and territories, and addressing new hazards.

It also provides recommendations on how the humanitarian, development, and climate sectors can further enhance collaboration, learning, and partnerships at both global and local levels to continue scaling up anticipatory action. The report is the result of in-depth collaboration with partners and members of the Anticipatory Action Task Force (AATF), which was launched at the Humanitarian Networks and Partnerships Week in Geneva. Notably, during the launch event at HNPW in Geneva in 2024, the report, now in its second edition, was referenced as an ‘established report for anticipatory action’.

The creation of seven Thematic Inter-Agency Working Groups around the world supporting focused exchanges across sectors and organizations stimulate knowledge co-creation and innovation on emerging topics on anticipatory action. By expanding upon existing knowledge, approaches and methodologies, the Anticipation Hub seeks to inspire and enable actors to apply anticipatory action effectively and efficiently in multiple contexts and governance settings. The working groups that bring together more than 500 members, focus on disaster risk financing; earth observation; conflict; monitoring, evaluation and learning; protection, gender and inclusion; health; compounding risks.

The Anticipation Hub also launched the Community Conversation Series as an interactive online format for networking and knowledge sharing among local stakeholders. This initiative connects stakeholders from the humanitarian ecosystem and beyond to advance thematic issues through year-round events by enabling continuous exchanges, e.g. events were organized during the Humanitarian Networks and Partnership Week, the Global Platform for Disaster Risk Reduction, and the ECOSOC-Summit and with partners such as the Directorate-General of the European Commission – European Civil Protection and Humanitarian Aid Operations (DG ECHO), France, VOICE and others.

The Anticipation Hub launched the Future Leaders Network on Early Warning Early Action to connect, inspire and empower future leaders from the field, academia, policy and advocacy to work together on the further development of anticipatory action. The Network consists of more than 294 early career professionals.

The Anticipation Hub has made significant contributions in humanitarian policy and advocacy. For example, in a discussion on financing anticipatory humanitarian action for protracted crises in preparation for the UN Climate Conference (COP28), the Hub conveyed key messages from the Anticipatory Action in Conflict Practitioners Group. At the second European Forum on Humanitarian Aid in Brussels in March 2023, the Hub organized two events, one of which in collaboration with the Platform on Disaster Displacement. Together with DG ECHO, the Anticipation Hub led discussions on early warning, disaster risk reduction and anticipatory humanitarian action during the European Commission Directorate-General on International Partnership’s Climate and Environment Week. In collaboration with the InsuResilience Global Partnership, the Hub organized a session at their forum in Bonn to explore the potential of anticipatory humanitarian action in fragile and conflict-affected conflicts as part of the Paving the Way for the Global Shield Against Climate Risk initiative.

As Anticipatory Action is one of the priorities of the Grand Bargain 2023-2026, the Anticipation Hub has been mandated by the Grand Bargain Secretariat to support the Grand Bargain caucus on Anticipatory Action as technical advisor.

Global Dialogue Platform since its launch in December 2020 has become a global event that brings together over 2000 participants including practitioners, scientists and policymakers from the humanitarian, development and climate sectors in Berlin to share best practices, challenges and opportunities to scale up anticipatory action across countries and contexts to better serve people at risk of disasters.

While the Anticipation Hub has achieved significant milestones as described above and has established itself as a global platform for anticipatory action in a relatively short timeframe, it’s crucial to acknowledge the effort required to persuade partner organizations to share information and content. This ensures that the Anticipation Hub’s website remains relevant and updated with the latest developments, documents, triggers, actions, evidence, etc. As the platform expands its reach and influence, hosting conferences, workshops, and training sessions becomes increasingly vital for fostering collaboration and disseminating knowledge. The Anticipation Hub will need to identify innovative funding solutions so its services can keep up with the growing anticipations community it serves and its momentum and impact can be sustained.
