JOINT PLEDGES – NEW ZEALAND RED CROSS/NEW ZEALAND GOVERNMENT

Pledge – Reducing disaster risks

The Government and National Society of New Zealand jointly pledge to work together:

  • To ensure the effective development and implementation of domestic laws and policies on disaster risk management, including through implementing lessons learned from the 2011 Christchurch earthquake.
  • To support Pacific countries to further reduce and manage the risk of human and economic loss from natural and climate-related disasters.
  • To respond quickly and effectively to humanitarian needs created by natural disasters in the Pacific (and elsewhere), in line with requests from affected countries
  • In international for a to promote effective disaster law.

 

Proposed evaluation criteria

a. Effective cooperation in the development and implementation of domestic laws and policies on disaster risk management

Actions to date (NZRC)

  • NZ Government engaged with the Pacific Platform for Disaster Risk Management 2016.
  • NZ Government has been involved in consultation and development of a National Disaster Resilience Strategy which identifies how it will improve resilience to disaster risks, and includes an implementation roadmap which prioritises effort and investments over the next decade. NZRC has been closely engaged in the development of this strategy.
  • NZRC has been involved in community engagement and planning workshops at regional level (e.g. in Invercargill, Southland, in April 2017)
  • NZRC has co-designed a schools resilience pilot project with the NZ Government Ministry for Civil Defence and Emergency Management (MCDEM) for primary schools. It has been piloted in 2 schools in Christchurch, Canterbury.
  • NZRC has been involved in the planning and implementation of Civil and Military exercises focussing on responses to a complex humanitarian emergency. The next exercises are in October 2017.
  • NZRC has conducted a major evaluation of the Canterbury Earthquake Appeal and Recovery Programme. A process is underway to take the lessons learned and embed them in the organisation, as well as to produce a Lessons Learned Guide for others who could be interested.
  • The NZ Government Ministry of Foreign Affairs and Trade (MFAT) led the “Whole of Government” response to Tropical Cyclones Cook, Donna and Ella in the first half of 2017, working closely with NZRC, non-government organisations, the United Nations and other donors.
  • NZRC DRM strategy recently launched; implementation plan will include incorporating lessons learned from the Canterbury Earthquake Recovery programmes and other disaster responses
  • NZRC is part of IFRC/Zurich Foundation’s Floods Resilience Alliance, which includes a focus on optimising disaster law and ensuring community level action to reduce the impact of disasters.

Actions to date (NZ Government)

  • NZ Government undertook consultation and development of the National Disaster Resilience Strategy which aims to increase the focus on building and empowering resilient communities to ensure they are better prepared for disasters. NZRC were also closely engaged in the development of the resilience strategy, which was implemented in April 2019.

b. Number of Pacific countries supported to reduce and manage risks of natural and climate-related disasters.

Actions to date (NZRC)

  • Recovery Disaster Risk Reduction programmes are being implemented in Vanuatu and Fiji following Tropical Cyclones Pam and Winston. This has included – setting up High Frequency radio networks, evacuation centres, First Aid, school rehabilitation, vulnerability and capacity assessments, and providing psycho-social, health and water, sanitation & hygiene (Wash) programmes;
  • Providing NZD100,000 for the International Federation of the Red Cross (IFRC) “Building Resilient Communities” programme in Tuvalu and Kiribati;
  • Disaster Management programmes in Samoa and Tuvalu, providing technical assistance, salary support and programme support for volunteer emergency response training;
  • Climate change and recovery frameworks for Pacific countries;
  • First Aid and Information Technology and Telecommunications Emergency support across 12 Pacific countries; ongoing;
  • Disaster Management delegate supporting the Tonga Red Cross. Completed mission July 2017

Actions to date (NZ Government)

  • In the implementation of the New Zealand Red Cross (NZRC) – New Zealand Ministry of Foreign Affairs and Trade (MFAT) Grant Funding Agreement 2015-18, key results included:
    • Training of 63 new aid workers (35 female, 28 male);
    • 106 deployments of New Zealand Red Cross Delegates to support Red Cross National Societies in response to disaster events in the Pacific, including Tropical Cyclone Gita and the volcanic eruption on Ambae, Vanuatu.
    • Commercial and community-based First Aid Training in the Pacific; and
    • Training of 188 Pacific Red Cross personnel in Information Technology and Training (IT&T) to improve communication in response to disaster events, including in response to Tropical Cyclone Gita and a volcanic eruption in Ambae, Vanuatu.
  • NZ Government is providing funding for climate change resilience (including the climate change centre) as part of the 2018-2023 Strategic Partnership with NZRC, which recently completed its first year of delivery.
  • NZ Government committed NZ$3.53 million to the Pacific Climate Change Centre, the regional applied research centre on climate change adaptation and disaster risk reduction.
  • NZ Government (represented by Australia) supports the Pacific Resilience Partnership Taskforce, which seeks to implement the Framework for Resilient Development in the Pacific. The International Federation of the Red Cross and Red Crescent Societies (IFRC) is also a member of the Taskforce as the representative for civil society.

c. Effective, coordinated engagement in regional disaster risk management discussions

Actions to date (NZRC)

  • New Zealand Red Cross continues to attend and contribute to the MFAT led Disaster Risk Management External Advisory Group meetings, which meets quarterly, and attending agencies provides updates on Regional DRM activities and upcoming DRM meeting and activities.

Actions to date (NZ Government)

  • NZ Government participated in the Global Platform on Disaster Risk Reduction (May 2018).
  • MFAT led the ‘Whole of Government’ response to disasters in 2017 and 2018, working closely with NZRC, other government agencies and non-governmental organisations to respond to major events including Tropical Cyclone Gita in Tonga, the Ambae and Ambrym volcanic eruptions in Vanuatu, and multiple earthquakes and tsunamis in Indonesia.
  • NZ Government remains committed to the Paris Agreement and 2030 Sendai Framework.
  • NZ Government has increased their commitment to climate- change related support to at least NZ$300 million from 2019-2022, with a particular focus on the Pacific.NZ Government supports a range of Disaster Risk Reduction activities, including support for the Association of Southeast Asian Nations (ASEAN) Coordinating Centre for Humanitarian Assistance on Disaster Management.

d. Strong coordination between the Government of New Zealand and the New Zealand Red Cross in humanitarian responses to natural disasters in the Pacific (and elsewhere)

Actions to date (NZRC)

  • NZRC maintains membership of the MFAT Emergency Task Force that meets to coordinates responses to disaster events in the Pacific Region, generally Tropical Cyclones. This also includes attendance at pre and post disaster activities, such desk top exercises and debriefs.
  • Information, such as situation and assessment reports from the IFRC support office and Pacific National Societies are shared with MFAT as are MFAT reports to NZRC.
  • Funding from the MFAT Grant Funding Agreement (GFA) NZRC is available to enable the timely replenishment of Non-Food items distributed by Pacific National Societies as Pacific disaster to enable them to maintain prepositioned relief supplies.

Actions to date (NZ Government)

  • NZRC is a member of the MFAT-led Emergency Task Force (ETF).
  • NZ Government funded NZRC for the deployment of their Information IT&T Emergency Response Unit (ERU) to support the Indonesia Red Cross in response to the Sulawesi Earthquake Tsunami.

e. a coordinated approach to promoting effective disaster law in international fora.

Actions to date (NZRC)

  • NZRC attended MFAT-organised Emergency Task Force exercise
  • NZRC organised the annual International Mobilisation & Preparation for Action (IMPACT) course, with MFAT support and attendance
  • NZRC organised a one-week humanitarian field security and safety course, attended by MFAT
  • NZRC supported research into International Disaster Response Law in Samoa and Tonga in 2015. Work has been progressing in Vanuatu.
  • NZRC has recently become a member of the Floods Resilience Alliance led by the Zurich Foundation and IFRC, with a focus on disaster law in building resilience to floods

Actions to date (NZ Government)

  • NZRC attends MFAT organized ETF exercises.
  • NZRC organized the annual International Mobilisation & Preparation for Action (IMPACT) course, with MFAT support and attendance.
  • The New Zealand Defence Force (NZDF) is working with the Fijian Defence Force regarding the re-development of its military justice system. The NZDF also continues to undertake bilateral and multilateral exercises, and to engage with a range of Pacific partners.
