Promotion and dissemination of international humanitarian law

The Finnish Defence Forces are currently developing a new training programme for reservists with different backgrounds in close cooperation with the National Defence Training Association. The training cooperation with the Finnish Red Cross has also been further developed on the basis of the annual review of the already existing IHL training in the Finnish Defence Forces such as the training of conscripts, cadets and other students at the Finnish National Defence University and the training of the military crisis management personnel.

At the Finnish National Defence University the teaching of international humanitarian law as an essential part of the training of cadets and other students is emphasized. At all levels of studies and continuing education, the teaching of IHL issues has been renewed. Preparing thesis on international criminal law issues at all levels of studies has been encouraged and successfully implemented. Furthermore, research projects of current IHL issues and under preparation.

Finland has supported humanitarian mine action since the 1990s. The action is based on the obligations of the Anti-Personnel Mine Ban Convention, i.e. the Ottawa Treaty. Finland has a new mine action concept which covers the period 2016-2020. Approximately EUR 12 million will be used to support humanitarian mine action in Afghanistan, Ukraine, Syria, Iraq and Somalia. The funds are channeled through international mine action organizations and cover the five traditional pillars of humanitarian mine action: mine clearance, mine risk education, victim assistance, stockpile destruction and advocacy.
