Pledge Report – Implementation of the Arms Trade Treaty – ATT

The negotiations for the ATT, which was incorporated into domestic law by Act 19,225 on 4 June 2014, lasted seven years. Uruguay played an active and constructive part in the process, advocating not only for a legally binding instrument to regulate international trade in conventional arms responsibly, but also, in particular, for a commitment to include humanitarian considerations and the protection of human rights as mandatory requirements for the approval of transfers of conventional arms.

During the negotiating conference, Uruguay had the responsibility of leading the negotiations, as facilitator, on the final provisions of the treaty concerning dispute settlement arrangements, entry into force, amendment procedures, provisional application, matters relataring to reservations, institutional aspects and the Conference of States Parties.

Uruguay, together with Mexico, promoted the creation of the Group of Friends of the ATT, formed by the Bahamas, Belize, Chile, Colombia, El Salvador, Guatemala, Jamaica, Mexico, Peru, Trinidad and Tobago and Uruguay. It became one of the coalitions of states most strongly committed to concluding a viable treaty regime to regulate international transfers of conventional arms.

Our country regards the regime established in the ATT as a momentous step towards more responsible international trade in conventional arms, including small arms and light weapons, their parts and components and ammunition.

Uruguay continues its tradition of pursuing a policy based on the strengthening of constructive dialogue between countries, commitment to the principles of disarmament and non-proliferation, limitations on certain types of conventional weapons and active and responsible involvement in the international arena, with a view to building a stable, peaceful, safe and predictable world.

In this spirit, the effective application of the ATT provides a unique opportunity for states to contribute to world peace and international security in a practical, effective and responsible way.
