PLEDGES – NEW ZEALAND RED CROSS

Pledge – Migration and humanitarian services for refugees

New Zealand Red Cross hereby pledges:

  • To continue to make efforts to show leadership in upholding humanitarian principles and commitments to refugee support and refugee resettlement, including as set out in the 1951 Refugee Convention

 

Proposed evaluation criteria

a. Continued active participation in the implementation and monitoring of the National Refugee Resettlement Strategy to improve, in collaboration with the New Zealand Government, the resettlement outcomes of refugees

Actions to date

  • NZRC and NZ Government actively participated in the 2018 Annual Tripartite Conference on Resettlement (ATCR) in Geneva. NZRC shows leadership in upholding humanitarian principles and commitments to refugee support and refugee resettlement, including as set out in the 1951 Refugee Convention.
  • NZRC has continued to collaborate with the NZ Government on the implementation of the National Refugee Resettlement Strategy (NRRS). This has included the extension of NZRC’s contract with the NZ Government to provide resettlement services to newly arrived quota refugees.
  • NZRC has increased our support for finding employment for refugee background individuals, which is a key part of the strategy.
  • NZRC has actively engaged in the evaluation processes of the NRRS.

Key upcoming opportunities

  • NZRC will participate at the 2019 Annual Tripartite Conference on Resettlement (ATCR) in Geneva. An opportunity to demonstrate ongoing leadership and commitments to supporting refugees and refugee resettlement as set out in the 1951 Refugee Convention.
  • Ongoing collaboration with NZ Government on the implementation of the National Refugee Resettlement Strategy. NZRC is contracted by NZ Government to provide services for newly arrived quota refugees for one year which contributes towards achievement of NRRS outcomes.
  • NZRC continues to support working age refugee background individuals to find work. Self-sufficiency is a pillar of the NRRS.
  • NZRC continues active engagement with evaluation of NRRS

 

Proposed evaluation criteria

b. Work towards ensuring that all refugees have access to essential support, regardless of their method of arrival

Actions to date

  • NZRC has completed a small regional pilot providing support to non-quota refugees and is considering possible extensions of this service based on recommendations from the evaluation.
  • With funding from the NZ Government, NZRC is making a substantial impact in assisting former refugees into employment.
  • NZRC tries to integrate a commitment to refugee support and resettlement to other parts of its work; e.g. NZRC is working towards empowering ‘Pathways to Settlement’ (settlement programme for quota refugees) clients to be among the best prepared communities in NZ for disaster through provision of emergency kits, accessible emergency information where possible, and training.

Key upcoming opportunities

  • NZRC has extended the pilot project based on the evaluation findings and provides support for non-quota refugees in two regions.
  • NZRC continues to have an impact supporting former refugees into work, this specialist service is funded by the NZ Government.

NZRC Migration Programmes work hard to ensure all former refugees have access to all relevant services and support.  For example the disaster management preparedness action has continued, additionally NZRC offers volunteer and employment opportunities for former refugees, First Aid classes and connects refugees with community services as appropriate.

 

Proposed evaluation criteria

c. Working alongside UNHCR to support resettlement of those refugees with the highest protection needs in the quota in order to make the greatest humanitarian difference

Actions to date

  • NZRC has continued to work closely with UNHCR which informs our advocacy strategy with NZ Government to ensure the highest protection needs are included in the quota. We have also provided input and feedback to the NZ Government on complementary pathways for refugees, e.g. community sponsorship.

Key upcoming opportunities

  • NZRC continues to work closely with UNHCR which informs our advocacy strategy with NZ Government. This ensures that individuals with the highest protection needs are included in the refugee quota numbers. The community sponsorship initial pilot programme is currently being implemented.

Proposed evaluation criteria

d. Working to ensure appropriate access of the New Zealand Red Cross Restoring Family Links programme to information held by government where it is required for humanitarian reasons to help restore contact between separated family members.

Actions to date

  • NZRC has continued to work with NZ Government authorities in the development of agreements (two in the last 18 months, with more in process) to help facilitate searches for the missing and restore contact between family members.
