In 2016, Brazil proposed, alongside Austria, Ireland, Mexico, Nigeria and South Africa, the resolution that recommended the convening of the Conference that negotiated the Treaty on the Prohibition of Nuclear Weapons. As one of the proponents, Brazil welcomed the adoption of the final text of the Treaty on 7 July 2017 and was the first country to sign it, in a ceremony held at the United Nations on 20 September 2017. Having achieved, so far, 70 signatures and 23 ratifications, the Treaty will soon come into force. The Brazilian government sent the instrument for approval of the National Congress on September 2018.
Brazil has been stressing that the establishment of an international norm prohibiting nuclear weapons will lead to their stigmatization in civil society and the general public, thus delegitimizing nuclear deterrence doctrines and discouraging the adoption of measures in favor of the possession and development of nuclear weapons.
