أ) أهداف التعهد
International Humanitarian Law (IHL) cannot be upheld on the battlefield unless armed forces take effective steps to implement it in their operations. The objective of this pledge is to encourage the development and implementation of good practices that enable a State to comply with its obligations under international humanitarian law or otherwise advance IHL’s humanitarian purposes in military operations. The pledge also seeks to support dialogue on and exchange of such practices among government IHL practitioners.

Each Pledging State undertakes to continue its efforts to strengthen the implementation of its IHL obligations in military operations through a range of measures in peacetime and in the context of armed conflict including activities related to: i) dissemination of IHL to, and periodic training of, personnel on IHL; ii) legal advisers advising commanders and other decision-makers on IHL; iii) instructions, regulations, and procedures reflecting IHL standards and establishing processes for ensuring compliance with IHL; iv) internal mechanisms for the reporting of incidents involving potential IHL violations; v) investigations or other reviews of incidents involving potential IHL violations; and vi) corrective actions, as appropriate.
Each Pledging State also undertakes to develop and implement good practices that, although not required by its obligations under IHL, enhance IHL protections, including in the areas of the care for detainees and the protection of civilians.
Each Pledging State undertakes to share its legal interpretations and good practices with other States, as well as with non-governmental organizations and the public; through, for example, dialogue among IHL practitioners and the online publication of official documents related to the State’s implementation of IHL and good practices (such as reports, military manuals, speeches, or a report to the 35th International Conference, as appropriate).
