Theme El Estado peruano reconoce la importante labor que la Comisión Nacional de estudio y aplicación del Derecho Internacional Humanitario – CONADIH, ha cumplido en los últimos años para impulsar la difusión, conocimiento e implementación de las normas y principios del DIH, así como de los estándares sobre uso de la fuerza, de conformidad con las obligaciones internacionales en la materia. El Perú subraya la relevancia de la CONADIH como un espacio de asistencia técnica y formulación de iniciativas para la efectiva implementación y aplicación del DIH y de los estándares internacionales de derechos humanos en uso de la fuerza pública, incluyendo la elaboración voluntaria de informes sobre la aplicación del DIH en el Perú, en concordancia con la resolución de la 33ª Conferencia Internacional titulada “Hacer realidad el DIH: una hoja de ruta para una mejor aplicación nacional del derecho internacional humanitario”. El Perú reconoce la importancia de la CONADIH en la promoción y difusión del DIH y de los estándares de Derecho Internacional de los Derechos Humanos en uso de la fuerza, principalmente respecto de los actores concernidos, como las Fuerzas Armadas, la Policía Nacional del Perú, así como los representantes del Ministerio Público y del Poder Judicial. Como muestra de ello, resulta de especial relevancia la realización de los Cursos de DIH “Miguel Grau” -organizados por la CONADIH-, así como la publicación de la CONADIH: “Compilación de Estándares de Derechos Humanos y de Derecho Internacional Humanitario en Uso de la Fuerza”.

the Peruvian State pledges to promote the constant strengthening of the National Commission for the Study and Application of International Humanitarian Law – CONADIH.

ب) خطة العمل:

Training workshops for governmental officials, in particular for the personnel of the Arm Forces, National Police, as well as, representatives of the Ministerio. Público/Fiscalía de la Nación (Office of the Prosecutor) and the Judiciary Branch.
Update of the “Compilación de Estándares de Derechos Humanos y de Derecho Internacional Humanitario en Uso de la Fuerza”.
Public campaign awareness on humanitarian principles.
Approval of the Regulation of Law 31739 (Law that regulates the use of the emblems of the Red Cross, Red Crescent, and the Red Crystal).

Number of training courses and workshops.
Number of participants in training courses and workshops.
Number of publications and related activities.
Actions taken regarding to the implementation of Laws.

د) الآثار المترتبة على الموارد:

The activities indicated in the pledges will be implemented with the resources of the regular budget of the entities involved. However, other forms of income from international cooperation are welcome in order to enhance their goals.
