Auxiliary Role

Australian Red Cross is contributing to a research program initiated by the IFRC Disaster Law Program mapping the auxiliary role of National Societies. Australian Red Cross has seconded two interns from the University of Melbourne to support mapping of Asia Pacific National Societies, including Australia, Bangladesh, Nepal, Pakistan and Afghanistan. Allens Law Firm is also contributing to the work, conducting mapping of selected National Societies in the Pacific. The mapping aims to define the auxiliary role of Asia Pacific National Societies as provided in legislation, policies and other agreements including memorandums of understanding (MOUs) in the areas of disaster management, civil-military, health, migration and displacement.

 

The proposed mapping is intended to be undertaken regionally in the Asia Pacific and be replicated across the different regions to ultimately conclude in a global mapping. The intended outputs for the mapping will be factsheets that provide an overview of the auxiliary role of each National Society researched, as per a research template. At a country level and with a detailed analysis of its current auxiliary role, each National Society that has been part of the mapping will be able to develop advocacy strategies to further develop its auxiliary role based on its knowledge, experience, mission and priorities, with the support of IFRC and other partners.

 

While aspects of this pledge relating to building a stronger dialogue with government were unable to be progressed due to internal resource constraints, Australian Red Cross remains committed to pursuing a stronger dialogue with government on the unique nature of our auxiliary status in future.
