What activities have you undertaken to facilitate partnerships towards strengthening the safety and security of volunteers? 
The Bulgarian Red Cross joined as a partner project MERCI, implemented with the support of the Civil Protection Financial Instrument of the European Union, led by the French Red Cross and bringing together partners from the Bulgarian Red Cross, the Italian Red Cross, the Spanish Red Cross, the Portuguese Red Cross and the Red Cross EU Office to assess the needs of responders, to analyse current knowledge, existing practices and tools, and to develop guidelines and adaptable operational protocols for the management of multi-site crises. By participating in this project the NS was able to provide additional training to team leaders (for response units) in communication, coordination and member care. It also provided an opportunity to present key behaviours of volunteers, including self-care and protection. In addition to that it featured modules on psychological support, an area where the NS has long-standing traditions and training curriculum.

What measures did you take to ensure that volunteers have adequate insurance or equivalent “safety net” assistance with regard to death, injury, sickness or trauma they may endure while carrying out their duties? 
One example could be that Bulgarian Red Cross has established Youth Emergency teams, comprised by young volunteers who are trained in delivering First Aid and are prepared to support the main Disaster management and relief teams on field in case of disaster.
1. 21 Youth Emergency teams with over 300 members;
2. All the members of the Youth Emergency teams are being registered in special database and have designated ID badges.
3. The Regional branch of the Bulgarian Red Cross, that the team belongs to, ensures a health and in-case-of-accident insurance for each of the active members of the Youth Emergency teams.
