– Put an end to impunity by:
o investigating and prosecuting;

o the prohibition against sexual and gender-based violence;
o the need to prevent such violence and to assist and protect victims/survivors.
– Ensure that victims/survivors have access to care, ensuring their dignity, safety and preventing stigmatization.

– Briefly describe the specific activities that your government has so far undertaken to implement Resolution 3.

Combatting gender-based violence is a foreign policy priority of Switzerland, and from the beginning of 2017, one of four priority topics of the Swiss Humanitarian Aid Department.
– Based on the Operational Concept 2017-2020 on SGBV, SDC/HA has increased its financial support for SGBV projects and initiatives. In 2017, the Swiss Agency for Development and Cooperation / Humanitarian Aid (SDC/HA) invested CHF 2.4 M, in 2018 it was CHF 4.5 M. In 2019, SDC/HA plans to invest CHF 6.5 and in 2020 CHF 10 M.
– SDC/HA has been supporting initiatives for prevention and response of SGBV in partner countries.
– During the Oslo Conference on “Ending Sexual and Gender-Based Violence in Humanitarian Crisis” Switzerland pledged the above mentioned financial contributions to SGBV prevention and response. Included is a CHF 300’000 contribution to the IFRC Special Appeal SGBV. SDC/HA has in addition seconded an expert to IFRC as Training Officer on Prevention of and Response to SGBV.
– SDC/HA has been contributing financially and with a secondment to the strengthening of the GBV Area of Responsibility led by UNFPA; SDC/HA also co-funds the Regional Emergency GBV Advisor system of UNFPA and seconds an expert.
– SDC/HA co-funds GenCap/ProCap of OHCHR and contributes a secondment.
– SDC/HA and SDC/GC provide core contributions to partner organizations implementing SGBV-specific programmes (including access to sexual and reproductive health): ICRC (which includes multi-sectoral services for survivors and dissemination of IHL), IFRC, UNFPA, UN Women, UNICEF, UNHCR, UNRWA, WFP.
– Switzerland supports the Women’s Initiatives for Gender Justice (WI) in Uganda and the Democratic Republic of the Congo (DRC). WI is an international women’s rights organization that advocates for gender justice through domestic mechanisms as well as the International Criminal Court (ICC).
– In 2018 and 2019 Switzerland is a leading partner of the initiative “Call to Action on Protection from GBV in Emergencies”, by co-chairing the States & Donor Group (together with DFID).
– Switzerland commits to zero tolerance of sexual harassment, sexual exploitation and abuse and to take all necessary measures for the prevention of and protection from sexual exploitation and abuse and harassment (PSEAH).
– Switzerland has ratified the Council of Europe Convention on preventing and combating violence against women and domestic violence (December 2017).
