If yes, what type of law/policy/procedure was adopted? 
Since 2016, the National Disaster Management Research Institute (NDMI) has been conducting an ODA project for disaster risk reduction in Vietnam and Lao PDR. The NDMI has established Flood Alert Systems and Automatic Rainfall Warning Systems in order to save human lives in the disaster prone areas of Vietnam and Lao PDR. The NDMI has alos provided educational programs in the target areas in order to a) train relevant public officials and experts in disaster risk reduction how to operate and maintain the systems b) enhance disaster management capabilities, especially preparedness to deal with flood damage in local communities efficiently and effectively

What activities have your public authorities undertaken to strengthen existing legal frameworks related to first aid? This may include promoting the need for regularly updated first aid education in line with existing guidance such as the International Federation’s International First Aid and Resuscitation Guidelines; ensuring equal participation of women, girls, men and boys in first aid training and; mandatory training for school children and teachers and driver’s licence applicants Please explain:
