– Briefly describe the specific activities that your government has so far undertaken to implement Resolution 3.

The ROK has launched its initiative called ‘Action with Women and Peace (AWP)’ in June 2018, in order to join the collective endeavors of the international community to tackle sexual and gender-based violence under conflict situation. The first pillar of the AWP is to support humanitarian projects which address the particular needs of women and girls in conflict and post-conflict situation. Since 2018, the ROK has provided tailored assistance in a couple of Asian and African countries, including Rohingya refugee situation and the Central African Republic (CAR), through multilateral organizations such as UNFPA and UNICEF. The 2nd pillar is the convening of an annual international conference solely dedicated to discussing issues of critical importance to the Women, Peace, and Security Agenda, including sexual and gender based violence (SGBV). The ROK convened the 1st International Conference on “AWP” at Seoul in June 2019, bringing together more than 300 stakeholders from 50 countries, including survivors of SGBV in conflict. Along with the AWP initiative, the ROK government has made its own efforts to address their internal issues. In response to the growing number of digital sex crimes using ICT, the ROK formulated the “Comprehensive Prevention Measures against Digital Sex Crimes” in September 2017 and formed the Pan-Government Council for the Eradication of Sexual Harassment and Sexual Violence and Digital Sex Crimes as a public-private consultation group that monitors the implementation. Also, the Support Center for the Victims of Digital Sex Crime has been in place since April 2018, providing relevant one-stop services. Lastly but not least, the Framework Act on the Prevention of Violence against Women has been enacted in December 2018, serving as a basis to protect and support victims of sexual violence with no blind spots left unaddressed. It has been being implemented according to the five-year plan, devised to implement and assess the central and local governments’ actions on a yearly basis.

Is there any support you would like to receive from the ICRC or International Federation in working on the implementation of the Resolution going forward?
The ROK has been expanded its partnership with the Movement in mainly humanitarian assistance. The bilateral cooperation can be developed to further this cause as well.
