Strengthening the protection of persons deprived of liberty in non-international conflicts

Actions taken:

Following the adoption of a resolution on persons deprived of their liberty in non-international conflicts at the 32nd International Conference (Resolution 32IC/15/R1), the Brazilian delegation actively participated in the consultation process co-facilitated organized by the ICRC in 2016-2017 with a view to creating guidelines for a future instrument for the protection of detainees in the context of internal conflict. Brazil integrated the Advisory Group, which was responsible for leading the drafting a non-binding document.

Although there has been no progress in the negotiations since 2017, Brazil remains committed to the protection of persons deprived of their liberty in non-international conflicts, and it is open to consider different formats for resuming consultations on that matter.
