A timely call to strengthen the cohesion and sharpen the focus as the Red Cross and Red Crescent Movement navigates complexity and mobilize to continue to deliver principled, impactful humanitarian action.

The 2026 Council of Delegates will focus on enhancing and demonstrating the Red Cross and Red Crescent Movement’s (Movement) unique value proposition. This is grounded in the complementarity of roles and mandates, local reach and proximity to affected people, global influence, and the Fundamental Principles. The goal is to ensure the Movement remains a trusted partner of choice and a leading actor in shaping humanitarian norms and practices.

The concept note of the 2026 Council of Delegates marks the start of an iterative consultation process that depends on the active participation of National Societies. Through shared reflections, ideas and feedback, the co-organizers aim to co-create an agenda that truly reflects the priorities of all components of the Movement. National Societies are invited to provide their feedback and suggestions on this concept note by 16 September 2025, which will guide the development of the Council of Delegates agenda.
