A timely call to strengthen the cohesion and sharpen the focus as the Red Cross and Red Crescent Movement navigates complexity and mobilize to continue to deliver principled, impactful humanitarian action.
The 2026 Council of Delegates will aim to enhance and demonstrate the Red Cross and Red Crescent Movement’s unique value proposition, grounded in the complementarity of the roles and mandates, the local reach and proximity to affected people, the global influence and the Fundamental Principles, to ensure that it remains a trusted partner of choice and a leading actor in shaping humanitarian norms and practices.
The concept note of the 2026 Council of Delegates marks the beginning of an iterative consultation process – one that relies on the active participation and engagement of National Societies. Through shared reflections, ideas and feedback, the co-organizers aim to co-create an agenda that truly reflects the priorities of all components of the Movement. The co-organizers look forward to receiving the feedback and suggestions from National Societies on this concept note by 16 September 2025, based on which the Council of Delegates agenda will be developed.
